security will stop deporting immigrants under age 30 who were brought to the united states as children. >> it makes no sense to expel talented young people who for all intents and purposes, are americans. >> the new initiative affects as many as 800,000 young people, including 23-year-old, ricardo, that can apply to permits to work in the u.s. legally. >> what was it like living with the threat of deportation? >> it's really scary. sometimes you go to sleep or sometimes you can't go to sleep. you're in the window thinking ice is going to come in and knock your door down and take you with them. >> the new rules don't apply to a pass for citizenship. students are celebrating the change, they are still pushing for more reform. legislation called the dream act included that path to citizenship. but it never made it out of congress. republicans are already criticizing the white house for

tweeted late this afternoon that they are proud of him for doing his job, but monroe's behavior sparked debate over whether reporters should be interrupting the commander in chief when they have a question. tell us what you think on our wusa9 facebook page. the president's announcement comes after two days maryland's highest court affirmed they can qualify for instate tuition. maryland's governor, martin o'malley says he likes that decision. >> i think this is the right move. it also helps with enforcement, because there are so many people that don't need the attention of immigration services. like any effort, being able to focus in on the people where you really want to target your resources, the violent offenders and need to be deported and need to be taken out of our country, that's a big help to enforcement. >> now it is children and young people who are at the center of this controversy. today, families rallied outside the white house to voice their

9news now. >> the government released a list of allegations made against secret service agents and officers dating back to 2004 and those allegations include claims that agents or officers were involved with prostitutes, leaked sensitive information, publicked pornography, committed sexual assault, and conducted illegal wiretaps. it's important to know this was simply a log of complaints. we don't know if any of the accusations were confirmed to be true. a victory for abortion right supporters in virginia today. the board of health eliminated the most hotly contested provision in the regulations, which critics argued would force most of those to close. peggy fox is in richmond with the latest. >> separate the church and state. >> a few hundred protesters shouted and stood still expressing their opposition to new abortion clinic regulations expected to be approved by the virginia department of health today. >> they are not choosing to

apply these to other services that are much more dangerous. >> dozens of people including four doctors opposed to the new recommendations told the board they are not medically necessary. >> it is appalling that this administration has hijacked the work of the health professionals who were appointed to promote and protect the health and welfare of patients in the commonwealth. >> the measure requiring extensive and expensive structural changes such as wider hallways and larger exam rooms. >> we have ophthalmologists, dermatologists, and plastic surgeons doing procedures in their office that are far more complicated and never been subjected to these targeted regulations. >> a few antiabortion speakers had their say. >> abortion is not healthcare because it ends lives rather than healing them. >> board members began a heated discussion about their duty and whether they had to take the advice of attorney general, ken cuccinelli. >> the reputation of the

commonwealth is being sold in this process. >> all in favor. >> after a tough fight, the board voted 7-4 to approve an amendment that grandfathers in all the existing facilities. >> we are happy. >> it's unclear what happens with these new regulations. it all goes back to the executive office, including the governor, who may not be in favor of the amendment. then there will be a 60 day public comment period and back here to the board of health. so it's not over yet. in richmond, i'm peggy fox, 9news now. >> virginia has 22 abortion providers, 20 of them applied to be licensed under the new rules. many in the medical profession were concerned the regulations without that amendment would force most of them to close. anita. two female lawmakers in michigan have been barred from speaking on the state house floor. that after their comments during debate to put new restrictions on abortion in that state. >> i have not asked you to

adopt and adhere to my religious beliefs. why are you asking me to adopt yours? and finally mr. speaker, i'm flattered that you are all so interested in my vagina, but no means no. >> a spokesman for the republican speaker says he felt democrat's language was inappropriate. he also barred representative barb after she said the new abortion rules would be like putting reinstructions on vasectomies. about 100 people gathered outside a deli today to remember its murdered owner. june lim was shot and killed inside a grace deli early yesterday morning. people came out to say good-bye to the 64-year-old with a vigil. it was an outpouring of support that took her family by surprise. >> it's overwelming. i had no idea she touched so many people. i mean, take people for granted. i always knew my mom was a

wonderful person. love so many people. >> june lim's family says grace deli will not reopen now that she is gone. detectives are offering a $25,000 reward for any information that leads to an arrest in the case. a judge has ruled a jet blue pilot is mentally competent to stand trial on a charge of interfering with a flight crew. 49-year-old clayton osbon underwent a psychiatric exam. in march, he left the cockpit and ran through the plane's cabin yelling about jesus and al-qaeda. passengers wrestled him to the floor. the flight was on a flight from new york to las vegas. it made a safe landing. coming up on 9news now at 7:00, we're talking about two hollywood actors, a multimillion dollar lawsuit and decision day in the big easy. we'll have much more at 7:00. >> we'll see you then. still to come, the cables are pulled and the cameras are

republican presidential candidate, mitt romney, is hitting the road tonight. the presumptive nominee started a six state bus tour in new hampshire. the trip will take him to pennsylvania, ohio, wisconsin, iowa, and michigan. the democratic national committee is planning a bus

tour over the next few days with some of the same stops. it's not unusual for network tv reporters to chat with morning radio shows to promote their shows. but thursday, chris wallace of fox news was chatting in a way he probably shouldn't have while he talked to a radio station in st. louis. >> this is supposedly -- >> a problem here. >> what's that, buddy? >> i'm talking to you on a cell phone and i probably shouldn't have been talking on the cell phone. so, i'm about to get arrested. good-bye. >> ought oh. he hung up the phone. he was not arrested, but violating the district's ban on hand held phones behind the wheel does come with a $100 fine. still ahead, fire truck pulled up to the national harbor today, but there wasn't any fire. we'll tell you why they were there.

call it a muffin with a message, or maybe a protest pastry. a handful of parents held a bake sale in northeast. all in support of school librarians. these parents say budget guidelines are putting the jobs of those school librarians in jeopardy and schools need libraries and librarians. we don't know how much money was made at today's bake sale, but we do know where the cash is going. >> whatever we earn, we're going to present to kia henderson to try to help her make the case that school libraries are extremely important. >> kia henderson is the chance leer of d.c. public schools. >> most graduations feature caps and gowns and lots of proud parents. today's ceremony featured a lot more. fire trucks escorted gregory to his graduation at gaylord

national harbor. the military veteran flew in from afghanistan yesterday to receive his degree. now achieving this goal was important to him, but he was even happier to celebrate with his family. >> every time i come home, i'm so blessed and i'm so happy. it doesn't seem like time has passed. >> proctor received his management. his fellow fireman drove four engine trucks to the ceremony. crowds are starting to gather to watch a daredevil live out a lifelong dream. nik wallenda is going to try to walk across niagra falls on a 2- inch tight rope tonight. keith from our sister station, wgrv, is there with a preview. >> reporter: that's right, lesli. you may be in the nation's capital, but this is the entertainment capital. nik wallenda, after months and

months of preparation will be taking on the mighty niagra gorge. the lights are in place, crowds are starting to gather. he will walk an 18-foot cable to table rock on the canadian side. it's not a straight walk. it's a 32-foot dip in the center of that cable. so that means he'll be walking downhill for the first half and up hill for the second half of this walk. and he will be walking on the work of his ancestors, specifically his mother. the shoes he'll be wearing a custom made, hand stitched, swad shoes that will grip that 2-inch wide cable. once again, 10:15 tonight, nik wallenda will live out a lifelong dream of taking on the mighty niagra. lesli, back to you. >> thank you very much, sounds exciting. i love during his last walk, his kids were so excited they were playing nintendo. they were not moved by what dad
